FIFA corruption: Could Russia, Qatar lose their World Cups?

If there is enough evidence of wrongdoing, FIFA has the power to strip the World Cup from both Russia and Qatar.

Soccer's governing body, currently engulfed in the worst corruption scandal in its 111-year history, has a provision which allows it to revoke hosting rights for "unforeseen contingencies and force majeure."

"If there is still evidence that a substantial amount (of votes) have been bought by illegal means, then of course it could be changed," Swiss law professor and anti-corruption expert Mark Pieth told The Associated Press. "I would not totally rule it out, and of course there are many other questions linked to it."

So far, the Russians and Qataris don't seem to be worried.

FIFA has been plunged into crisis since seven officials were arrested in dawn raids last week at a luxury Zurich hotel ahead of the FIFA congress. They were among 14 indicted by U.S. authorities on corruption charges.

In a separate probe, Swiss authorities are investigating the 2018 and 2022 World Cup bidding contests, which went to Russia and Qatar.

In the wake of the two investigations, FIFA President Sepp Blatter announced his decision to resign. That came only four days after he was re-elected for a fifth, four-term.

U.S. authorities are also looking specifically at the 79-year-old Blatter, but he has not been formally charged.

Russia was awarded the 2018 World Cup and Qatar was given the 2022 tournament in an executive committee vote in Zurich in December 2010. Accusations of vote-buying followed quickly, and FIFA appointed American lawyer Michael Garcia as the lead investigator into possible wrongdoing. Garcia submitted his report late last year, but soon resigned after a disagreement over what was in the file.

Garcia's full report has never been released, but FIFA turned over the document to the Swiss authorities who are still investigating possible corruption.

Several members on that 24-man executive committee have been largely discredited since the vote, including a life ban for Qatari official Mohammed Bin Hammam and some resignations and shorter bans for others.

Besides the Swiss investigation, Australia has added to the pressure with its own police investigation. Australia was one of the losing bidders in the 2022 contest.

FIFA has made late changes to big tournaments before, though not on the same scale. Colombia withdrew as the host of the 1986 World Cup four years before kickoff because of economic problems and Mexico stepped in. The 2003 Women's World Cup was switched from China to the United States with only six months' notice because of the outbreak of the SARS virus.

England, Germany and the United States could be potential replacement hosts for the next two World Cups.

The FIFA executive committee — the powerful panel of officials that awarded the World Cup to Russia and Qatar in the first place — would likely have the final say on where the next two World Cups will be played.

And the position of some of the top executives and possible contenders to succeed Blatter as president are complicated, especially when it comes to Qatar's bid, the most contentious.

Michel Platini, the president of European body UEFA and a stern critic of Blatter, voted for Qatar. Africa soccer confederation president Issa Hayatou, the most senior executive after Blatter, has close links with Qatar. And Prince Ali bin Hussein of Jordan, who lost to Blatter in last week's election, has consistently said Qatar deserves to host the first World Cup in the Middle East.

The Qataris have been saying little since the FIFA crisis erupted, but claim they were cleared by FIFA after Garcia's report was submitted.

"The results of his investigation showed there was no suspicion," Qatari foreign minister Khalid bin Mohammad al-Attiyah said.

FIFA ethics judge Joachim Eckert, who assessed Garcia's report, cited "problematic facts and circumstances" about the Qatar bid and other candidates but said the evidence was not enough to compromise the bidding process as a whole.

The Russians have criticized the United States for its part in the investigations, with President Vladimir Putin saying the American authorities were meddling in soccer affairs.

"There is a persecution going on with a maniacal desire to accuse Russia of some improbable crimes which then force others to decide to take the World Cup away from us," Russian deputy sports minister Natalya Parshikova said.

The United States was another losing bidder in the vote for the 2022 tournament.

Russia has spent much of its $12.4 billion budget, with three stadiums completed and nine more in the works. Qatar has five stadiums in progress and reportedly a $200 billion budget.

The deciding factor on a revote, however, may still be in the hands of the investigators.

"What would be awkward and could happen is that you have evidence two or three votes have been bought, and is that sufficient?" Pieth said.

Nepal to prepare for World T20 qualifier in Dharamsala

Nepal's World Twenty20 probables will train in Dharamsala, at the facilities of the Himachal Pradesh Cricket Association, from June 5 to 20 to prepare for the World T20 qualifier in July. The decision is in line with BCCI secretary Anurag Thakur's commitment to offer help to India's neighbouring country, which is recovering after a devastating earthquake last month.

A 22-member squad will participate in a 15-day camp, to prepare for the qualifier which will be held in Ireland and Scotland between July 9 and 26. According to a BCCI insider, Dharamasala was finalised as the venue for the camp not because it is Thakur's home turf but due to the fact that the conditions were closest to those in Ireland and Scotland in July.

It is understood that if the Cricket Association of Nepal requests, the BCCI will also make some of its certified coaches available to help Nepal cricketers fine-tune their skills.

Nepal made their mark in international cricket by qualifying for the 2014 World Twenty20. However, they couldn't get past the group stage, finishing second after Bangladesh in Group A with two wins in three games. The team was granted T20 international status in June 2014, along with Netherlands.
preparations for the 2015 World T20 qualifier were dealt a severe blow after the earthquake on April 25, which claimed more than 8,000 lives.

Rocked by tremors, Nepal’s top batsman recuperates in Mumbai

MUMBAI: The 2015 ICC World Twenty20 qualifiers are less than two months away. Dealing with a right ankle ligament tear, Nepal batsman, Sharad Vesawkar, is in need of a serious rehab programme. He is their finisher. Known for his unflappable temperament while batting in the death overs, some people in the Himalayan state see shades of Mahendra Singh Dhoni in Vesawkar after he twice did the impossible at the 2013 qualifiers for the 2014 World T20 Cup. Needing 13 in the final over against Hong Kong in the quarterfinal, Vesawkar smashed the first two balls for a six and a four to clinch it. Earlier, in the do-ordie game against the stronger Kenya, when Nepal needed 18 off the final six balls, he hit three sixes.

Aware of his importance to the team, Vesawkar is desperate to be fit. To get started, the first step is proper rehabilitation for the 26-year-old middleorder batsman. He has been advised complete rest, but it is simply not possible at home in Kathmandu, where almost every day he has to rush out of his house to reach safety when tremors strike. “The aftershocks have been hitting virtually every day. The mind goes blank at that moment and the only instinct is to make a dash for life. There’s no thought of taking precaution,” says Vesawkar, who has flown down to Mumbai to live with his brother and take adequate rest. Vesawkar had got injured on May 8 when he twisted his ankle while running. It was during the second earthquake on May 12 that the rehab went wrong. “My ankle was so badly swollen that it looked like an elephant’s foot. I was resting at home around noon when the walls and floor started shaking vigorously.

I ran down from the second floor and when I reached the safety of the compound I felt a piercing pain. The injury had become worse. The doctor has advised complete rest, but in Nepal you are forced to run almost every day.” When the first earthquake struck, Vesawkar says, he was at a hotel lobby waiting for Prabhakaran, a coach from Goa. “Prabhakaran was in our country in connection with the Nepal Premier League. I had to drop him at the airport when suddenly, as I was reading the newspaper the building started shaking violently,” recalls Vesawkar. In t he after math of t he earthquakes, training facilities in Kathmandu have been destroyed. That is why they will be training at the National Cricket Academy in Bangalore from June 5-20 to prepare for the qualifiers in July. Vesawkar says the only international-level stadium in Nepal – Tribhuvan University Cricket Ground – is badly damaged.

“The stadium walls have crumbled, the pavilion building has developed cracks, the floor and walls of the only indoor facility have cracks. Groundsmen have fled to their native homes.” Vesawkar’s brother lives in Andheri, Mumbai. “I have come to stay with him so that I can rest and do my rehab treatment to get fit in time.

Next recorded big earthquake after 1255 AD was during the reign of King Jayadev Malla, many buildings and temples collapsed and many more were severely damaged, Although the exact number of fatalities cannot be confirmed still we know from the facts that there was a heavy loss of live resulting from the earthquakes and from the subsequent epidemic and famine said to be widespread which arose from the aftermath of the disaster.

1463BS/ 1408AD

The month August or September of this year saw another major earthquake hit the valley of Kathmandu and the surrounding areas, during the reign of king Shyam singh. The temple of Rato Matchendranath was completely destroyed while many other temples and buildings collapsed and were damaged. Cracks on land appeared in many places. There was a heavy loss of lives and livestock.

Either on the month of December or January, during the reign King Sri Niwas Malla, another major earthquake said to hit Nepal and the Kathmandu valley. Although very little information is available on this particular earthquake, there was heavy loss lives as well as many buildings including temples were either damaged or destroyed.

1767 AD

In months of June and July another significant earthquake seemed to have hit Nepal. 1891 BS/ 1834 AD

Four major earthquakes were felt in the months of June and July. These earthquakes destroyed or damaged many buildings and temples. However, the extent of damage was much less than the previous ones (i.e., 1833 event). Since there was a lot of rain which commenced and ended with the earthquakes the search and rescue operations were severely hampered. The Bagmati River was over flooded and a bridge over the river also swept away. The crops planted near the banks of the rivers were also swept away. Eartquake

Not many people in Nepal, realize that Nepal is among the high risk countries in terms of earthquake occurrences. Find out more about the reason behind this and what the damages might be if Nepal is hit with a devastating earthquake.

Nepal is as disaster prone country. Floods, landslides, epidemics and fires cause considerable loss of life and property in Nepal every year. Earthquakes, on the other hand are not so frequent, but has the potential for causing the greatest damage. Nepal is a seismic prone country and the risk it faces from earthquakes are very high. Past records have shown that Nepal can expect two earthquakes of magnitude 7.5-8 on the Richter scale every forty years and one earthquake of magnitude of 8+ in Richter scale every eighty years. The last great earthquake to strike Nepal was in 1934 which had a magnitude of 8.3 Richter. It caused considerable damage to buildings along with great loss of lives. Since then, the population in Nepal has skyrocketed; urban development, unplanned and construction practices have deteriorated. If a similar earthquake to that of 1934 was to strike now, it would cause a greater loss of lives and properties.
